    Once you open the GIF in Inkscape are you selecting the image? Use the selection arrow, click on the image, and it should have a dashed line around the image. Then go to Path, Trace Bitmap. You will now have the new image on top of the old image. You can make sure the new image is selected and change the stroke and fill.
