Regarding picture resizing, I do not know what is available for tools and couldn use some help. If I have a drawing or picture, is there software available which can make an image larger or smaller to fit the work. Photoshop was sugested, but the price is too high.

GIMP and Inkscape will resize your pictures just fine. Plus they're free!

I came to SSV after Travis had created his wonderful tutorials on Inkscape and GIMP. It's free and works wonderfully. Plus you can always review the tutorials if you have questions. I made 5x7 cards with the instructions for each program and keep them by my computer. With time and experience I have nearly weened myself of the index cards. Thanks Travis!

I've use Paintshop Pro for years. It is not free, but it is pretty cheap, especially if you are willing to use one of the older versions.

 

Corel bought it from Jasc several years ago and they've made some improvements to the user interface, mostly dealing with handling large numbers of photos. But if you only need to edit individual photos, the old Paintshop Pro, version 9 or earlier, from Jasc has all the basics - most of what you get with Photoshop and a lot cheaper. I suspect you can get older versions on ebay for well under $20.
