I had this problem when I bought a used saw. I tried several different things on mine but was finally able to get it all off.

Depending how bad it is you can try a Mr Clean magic eraser. I found that they worked for light surface rust.

For the harder spots that I had on my table I had to use sandpaper, very fine grit.

I know I used a liquid as well it was either some WD-40 or paint thinner(can't remember) but it was to just clean it up.

Once i was done I put a couple of coats of paste wax on the table and have never had the rust come back.

on my old saw I used 0000grade steel wool and johnstons paste wax, it took it straight off and when buffed afterwards,  it had done the two jobs in one - cleaned the rust and polished the table.
