Unsure what a tailor's clapper was I turned to my good friend "google" to see what I could learn.  Found some basic information on one style. Including the following:

They are constructed of solid hardwood. Use Ash, Maple and Poplar as other hardwoods may leave stains on your fabric. They are rounded on both ends. One end is tapered smaller than the other making it convenient for different sized areas. They have no finish on them making both sides useable to absorb the steam from your iron.

It measures 10 inches in length. The width is 2.75 inches on the wide end and 2 inches on the narrow end. It is grooved for easy handling. The height is 1.75 inches.  See photos for "visual".

Looks like either would be pretty easy to create.
