how do I remove the bearing so I can change the blade clamp on my Ex 21.

Okay.. so I guess I'm not quite understanding your question.. 

You don't need to remove any bearings to change the blade chuck.. Now.. you might need to move the bearing sleeves.. Once you remove the nuts on the hex head screws.. and slide out the screws.. you should be able to push the sleeve out if I remember correctly.. I did have one of them on mine that was sort of jammed or stuck but wiggling the clamp around helped as I used a small screw driver to sort of push on the sleeve..
