Somehow, and darned if I know how, inkscape now opens with "snap to" set to on.  I know how to turn it off.

What I can not find in preferences is how to set the default to off, anyone know?

Steps
  1. Go to File >> Document Properties and click on the Snap tab.
  2. Select 'Snap only when closer than:'. If it is already selected, leave it selected.
  3. Once you have checked it, close the Document Properties.
  4. Go to File >> Inkscape preferences and then locate the Snapping option. ...
  5. Use your snapping tool in Inkscape.

No joy, all my settings were as you mentioned.

 

But I did fix it.  I went to C:\Program Files\Inkscape\share\templates

and right clicked on the default.svg file and opened with inkscape

turned off snap to

then file>save and it told me it could not save it, so I saved it on the desktop and closed inkscape

open win explorer, go to the templates folder renamed the default.svg file to default-old.svg and then moved the desktop defualt.svg file to the folder

when I reopened inscape, snap to was disabled - yeah!
