On the quick clamp on the hegner there is a set screw on the opposite side 

where should the set screw be set should it be set flush or in just a little to help hold the blade

Just went and looked a mine,  I'd say it is flush.  It is the way it came. I have never adjusted it at all.

Flush. You want the blade as flat as can be against the clamp.

I like to be that oddball but this time I have to say mine is set up flush as well.. so that means I need to adjust it.

I have 3 saws and have all 3 set flush, both top and bottom clamps.
