Find an electrician that's just about to retire. They either installed one-or removed one if it is indeed a ground clamp.

No attaboys...but the silver paper clip, now that will come in handy in case I run into a set of handcuffs...

Pretty sure the electrical connector is correct. An electrician explained that what resembles a date, 1/04/0 is actually wire sizes 1/0-4/0. @nickp had suggested that also. Thanks for all the guesses everybody! I'll declare @nickp the winner. I think your paper clip is in the mail.

Had it further verified by a power company lineman. Said they are sometimes referred to as LC's, the letters across the top.
