I have tried doing with GIMP without much success. this was supper easy and I tried with a picture an it 2 steps I now have an svg that I can make cuttable with Inkscape. Step 1. Go to remove.bg Upload a photo. Remove Background Save picture Step 2 Go to picsvg.com Upload png from above Inspect the various options Download svg. You now have an svg you can open in Inkscape and use the eraser tool to make and rivers required. delete any extraneous nodes and fix odd stuff( like finger below) Below is original picture, then with background removed, and the svg with out edits yet.
