Inkscape will be your best bet. Just import your image into inkscape and hold down on the control key and pull the little arrows until you get the size you want. Use  "File" "Document properties" to change the units of measure to inches.

For PDF's I have been using the Posterize function of the new Adobe Reader X.

 

Even when I design in Inkscape, I save a copy in PDF and print from there. 

 

You can play with the size or it will enlarge to multiple pages and give you overlaps and cut marks if larger that the paper size. etc,

 

See sample of a pattern that I wanted to be 16 inches wide.

I've used "RAPIDRESIZER.COM" by Patrick for 7byears and am total dependent on it for all I do.I couldn't make money till I bought it.super easy to use you can enlarge as big as you want but the amount of paper you'll need can be overwhelming.20" x 4" is as big as I need and I think that was only 9 or 12 sheets of copy paper .it's free to use for 30 or 60 days .you dial dial in the sizes you want and either enlarge width and length at the same time or separate.like if you want the effels tower enlarged proportional or taller and wider or reverse or wider and shorter .you decide you'll love it.postirazor has something similar.on top of this page in the blue is the word more click on that and look for free programs availliable.
